In a standards draft
(http://www.w3.org/TR/2011/WD-html5-20110525/sections.html#sections),
I found the following usage of the verb "syndicate":

  Authors are encouraged to use the article element instead of the section
  element when it would make sense to syndicate the contents of the
  element.

From the context I conclude that an article is a section that is to some
extent independent of other sections of the same document. But none of the
meanings of "syndicate" I found in dictionaries seems to fit. What does
the word "syndicate" mean here?

That's certainly the meaning used among websites when they collect,
merge and (partly) reproduce (with permission) each other's articles.
