In a standards draft

I found the following usage of the verb "syndicate":

  Authors are encouraged to use the article element instead of the section
  element when it would make sense to syndicate the contents of the
  element.

From the context I conclude that an article is a section that is to some
extent independent of other sections of the same document. But none of the
meanings of "syndicate" I found in dictionaries seems to fit. What does
the word "syndicate" mean here?
