The top one is definitely Thai, so shouldn't be too hard to get a
translation. At first I thought the other one looked very similar to Burmese
but I'm probably wrong... particularly as you hit the jackpot with the
Brahmic suggestion, seeing as the guy holding the document is a Brahmin
about to conduct a foundation stone blessing in Chiang Mai Thailand.

If you have access to a decent library, have a look at "The World's
Writing Systems" (ed. Daniels and Bright, published by Oxford
University Press). I'd be surprised if it's not there. (I'd have a look
myself if I were at home, but I'm away at the moment). I was going to
guess that the first one was Thai, but I see you've already got there.
Beyond saying what Tron has already said, I can't help you with the
other.

You could also try posting your query at sci.lang, where Peter Daniels
is a regular poster. He's not always very friendly, but I expect he'd
give a friendly reply to this query. I think there is someone who
speaks Thai at sci.lang (there used to be, anyway), so it would be a
good idea to include "Thai" in your subject line.

I am, and I did wonder at that possibility.

No access to a library at present, hunkered down in strife-torn Thailand.

Incidentally, by "reasonably like", I meant that the samples of Burmese
in "The World's
Writing Systems" are printed in a spidery thin and very regular
typeface, whereas your sample is much more robust in appearance.
However, allowing for that difference they look quite similar.
