I would rather ask if it's legal to require a translator to do a test
WITHOUT being paid. Unfortunately, it is, although you wouldn't dream of
asking your dentist to do a free test filling before you order a crown.
Some translation clients are known to have translations done as "tests"
only to be later resold as actual work.
