and download for free the best marine navigation software in the world. Oh,
and he will need a cable to link his GPS to his laptop, not difficult to
find in NY, NJ I would have thought.

I have used OziExplorer too but I find it quite annoying.

It does require a little patience to master all the many functions, but I
find it much better than Seaclear and other "free" applications.
Seaclear II is a good (arguably the best IMHO) freeware for marine
navigation.

If I were going to buy a marine navigation package I take a look at the
trial versions of Coastal Navigator, Fugawi, Ozi Explorer, The Capn, and
The First Mate.

You might check locally. If there are maps available for OziExplorer, that
would work pretty cheaply, but as far as I know, the scanning of desired
maps would be an annoying hobby, if someone else hasn't already scanned
them.
ExpertGPS will auto-fetch maps of the area from Terraserver, but the maps
only extend a few feet offshore. Nautical maps could be scanned and
calibrated just like OziExplorer.
What about a better GPS that could be standalone, maybe downloaded from a
shore based PC? It could be used out on deck, instead of needing to be
inside at a PC. For use inside, an external antenna is available, but
might not be needed.
