GPS IIF-3 has 'drifted' around the world since it was launched on 04 OCt 12. Actually it was placed in a higher near circular orbit that lengthened its orbital period allowing the A1 position to catch up with it. It's now orbiting very close to the PRN30 satellite which currently occupies the prime A1 slot.
Apparently, a final positioning is in progress. From the GPS Yuma almanac:
was SQRT(A) (m 1/2): 5170.645020 (07 Nov 12)
is: SQRT(A) (m 1/2): 5164.801270 (08 Nov 12)
The nominal GPS SQRT(A) is about 5153.6 so another pair of positioning burns will be forthcoming.
