This message initiates a discussion period to consider the creation of
sci.engr.marine.hydrodynamics. Discussion will take place on news.groups.
All follow-up posts should be made to news.groups.

CHARTER

The proposed unmoderated newsgroup sci.engr.marine.hydrodynamics will be a
newsgroup for people interested in marine hydrodynamics.

What is 'Marine Hydrodynamics' ?

Marine Hydrodynamics is a major topic within naval architecture and marine
engineering. Professor J.N. Newman at MIT gave an introductory description
in his book 'Marine Hydrodynamics':
"The applications of hydrodynamics to naval architecture and ocean
engineering cover many separate topics and range over a broad level of
sophistication. The topics are as diverse as the propulsion and
steering of ships and the behavior in waves of a moored buoy or
oil-drilling platform. The former are classical problems of naval
architecture, predated only by Archimedean hydrostatics. The buoy and
platform problems are more recent from the standpoint of scientific
and engineering analyses. The degree of sophistication varies from
empirical design methodology to theoretical research activities whose
justification is based on long-range hopes of application."

The purpose of sci.engr.marine.hydrodynamics is to:

1) Establish a world wide public notice board where the engineering
industry, regulatory bodies, universities, research institutions and
others can exchange informations regarding Marine Hydrodynamics.

2) Discuss theoretical, numerical and empirical methods related to
Marine Hydrodynamics.

3) A place to initiate new contacts.

4) Bring up or continue discussions that don't fit the tight time schedules
at conferences or workshops.

5) A place where people can raise questions and collect information
about state-of-the-art.

6) Announce information of general interest to the community of Marine
Hydrodynamics. E.g. conferences, workshops, projects, scholarships,
publications etc.

RATIONALE

Why does Marine Hydrodynamics need a newsgroup of its own?

Today there exist several groups related to hydrodynamics. These groups
are dedicated to geophysics, or the science of general fluid mechanics.
The field of Naval Architecture and Marine Engineering needs a group
dedicated to engineering applications of the theoretical and experimental
study of modern and classical Marine Hydrodynamics.

Major universities like for instance NTH and MIT have their own departments
for Marine Hydrodynamics in addition to traditional fluid/math/mechanics
departments.

Based on feedback from discussions on for instance sci.engr the needs
for the group sci.engr.marine.hydrodynamics is striking!

Why 'sci.engr.marine.hydrodynamics' instead of
'sci.engr.marine-hydrodynamics' ?

Based on feedback from the community there may be other groups
for marine engineering in the future.

FUTURE CALL FOR VOTES

After a discussion period of 21-30 days, if there are not overwhelming
objections to any of the proposed groups, there will be a Call For
Votes (CFV) posted to the same groups as this RFD. The voting period
will be at least 21 days. The group will be created if and only if:

There are at least 100 more votes in favor of the new
newsgroup than opposed; and

There are at least twice as many votes in favor as opposed.
