WEEKLY TROPICAL CYCLONE SUMMARY #28: FEBRUARY 9 - 16, 1992

North Atlantic Basin: No tropical cyclones.

Eastern North Pacific Basin (E of 140 Deg. W): No tropical cyclones.

Central North Pacific Basin (180 Deg. W to 140 Deg. W): No tropical cyclones.

Western North Pacific Basin (W of 180 Deg. W): No tropical cyclones.

North Indian Ocean Basin: No tropical cyclones.

South Indian Ocean Basin (W of 135 Deg. E):

Tropical Cyclone Celesta (TC-15S): The tropical depression mentioned
in Summary #27 near 18S 164E continued to develope and reached tropical
storm intensity on 10 February. Celesta moved on a generally south-southeast
track as it reached a peak intensity of 40-45 kt on 11 February. Celesta
turned west-southwest on 12 February and started weakening. The next day,
Celesta degenerated into a large complex low pressure area near 25S 66E.

Tropical Cyclone 16S: A low pressure system developed over the Gulf of
Carpentaria on 11 February. Moving westward, the system crossed northern
Australia and developed into a tropical storm near 14S 129E when it reached
the Indian Ocean on 12 February. TC-16S moved in a westerly direction
through its lifetime. It reached a peak intensity of 45 kt on 13 February.
Rapid weakening then occurred, and the system dissipated near 16S 117E on
14 February.

South Pacific Ocean Basin (E of 135 Deg. E):

Tropical Cyclone Daman (TC-17P): A tropical depression formed near 12S
171E on 14 February from a low pressure area that had drifted west across
the International Dateline. Moving west-southwest, the system reached
tropical storm intensity on 15 February and hurricane intensity on 16 Feb-
ruary. At the end of the summary period, Daman was moving southwest with
80 kt winds. Daman has passed through the Republic of Vanuatu (New Hebrides
Is.), but there are no reports of damage or casualties at this time.
