"The new standards represent the most ambitious fuel economy goals
for light trucks ever developed in the program's 27-year history,"
said Transportation Secretary Norman Mineta, announcing the rules in Baltimore.
Yet the rules also take aim at a first-in-the-nation California law
intended to fight global warming by curbing vehicles' carbon dioxide emissions.
Increasing gas mileage is the most direct way of reducing those emissions.
The Bush administration said such state regulations were "expressly pre-empted"
by the new federal standards.
