NEPA (Ntl. Env. Policy Act): you must tell what you're going to do before
doing it...
OSHA (Occupational Safety & Health): you must tell how you're doing it...
TSCA (Toxic Substances Control): it's such bad stuff, you don't even make
it in the first place...
CAA (Clean Air): you don't put it up the stack...
CWA (Clean Water): you don't put it out the pipe...
SDWA (Safe Drinking Water): you don't put it in a hole in the ground...
CERCLA (Comprehensive Env. Responsability Compensation & Liability--
Superfund): if you did put it in the ground, dig it up...
RCRA (Resource Recovery & Conservation--solid & haz. waste law): you
don't put it anywhere else...
HMTA (Haz. Materials Transportation): you don't even carry it around...
Because there are trivial conflicts in these laws, Congress is now
considering combining them into a generalized overall toxic and chemical
