High energy density super caps might not work with the insurance
industry when it comes to ground transportation but distributed energy
storage may make sense on blimps.

Put the PV on top and dangle the super batteries down below the craft
so there is enough distance between them to prevent a chain reaction.

An air ship also needs to collapse quickly in case of storms.
