I'm thinking about designing a fitting to take T5 circular tubes,
but chance of finding control gear for reasonable price in 1-off
quantity is about zero, so I will probably look to use nearest
equivalent T5 linear control gear. So I'm interested in the tube
currents for HE, HO, and circular.

A 1-lamp ballast will not power two lamps UNLESS the ballast
is designed to power 1 OR 2 lamps. In that case, it should
not be called a 1-lamp ballast.

What would you call a reasonable price? I'm on a similar mission, and
this was the best source I'd found to date (no connection, etc). I've
never bought control gear before but it doesn't seem that out of whack
compared to the linear stuff

I'd say that's a good price for a dimming ballast.
They're often nearer twice that price in units of just 1 or 2.
You'll find them for half that price on eBay, but then you're
limited to what types people have available, and I've never
seen any on there for the circular tubes.
That's kind of what I thought, anyway, they also sell non-dimming gear
for T5-C at about half the price if you go back up a level. Might
answer your original query in a side-stepping sort of way.
