I have a question regarding the Measuring uncertainty EN55022.
In the standard and CISPR 22 is mentioned that a EMC test house only needs
to mention the Measuring uncertainty in the EMC test report and no
calculations are needed for accepting.
I see in some EMC test report in which is mentioned an text about the
statistical evidence.
Lets assume that a radiated emission is 1dB below the limit line and the
Measuring uncertainty is 5 dB will the test than still pass?

A typical test house would probably say you pass. A reputable test
house would strongly urge you to test at least a sample of 3 objects
as you cannot determine the standard deviation of your test object
with a sample of one, let alone trying to get a handle on the 5 dB
measurement uncertainty.
The ANSI C63 (TM) committee on EMC will be offering a 1/2 day course
on Measurement Uncertainty in August in Detroit at the IEEE EMC
Symposium. Check the IEEE EMC Society web site for the dates of the
symposium, the Measurement Uncertainty course will be on the Saturday
before the symposium starts.
