The fcc.gov website allows anyone to search to see if a particular
product has been submitted to the FCC for approval. Am I correct in
thinking that there is no European equivalent website for CE marking?

Affixing the CE mark is merely a certification by the manufacturer
that a product complies with all relevant legislation. It is intended
to facilitate trade, it doesn't guarantee that a product has been
formally assessed.

Each EC member state has it's own Notified Bodies - generally
commercial organisations - that are recognised in law as being
competent in a particular area of expertise. There is on EC
equivalent to the FCC.

Most European certification bodies BSI, TUV Rheinland, TUV Product Services
etc have web sites where they list the products they have tested and
approved as being compliant with European requirements.
The use of an approval mark indicates that the factory where the product is
produced is also subject to audits by the certification body, normally
annually.

The main features of the annual audits are checks to ensure that the product
has not been changed from the product tested (same components are still
being used) and that the safety checks required by the applicable European
Directive are been carried out using calibrated measuring equipment. The
audit also reviews the factory quality management systems, customer
complaints, component and finished goods storage, operator work instructions
etc.
