It's pretty common for the electrolytic capacitors in the power
supply to fail, especially the big filters in the outputs, usually
a 16V at 330uF or 1000uF. Check 'em all while you have it
apart, there aren't that many of them. Could also be a short
somewhere, and the supply is protecting itself like it's supposed to.
thanks mate. you're absolutely correct. in the meantime, i also
discovered www.repairfaq.org. it's an excellent resource. i wish i'd seen
it before i posted.
After much research, i also understand that the 1uF/100V and the 47uF/16V
also should be replaced. so without having an ESR meter to check the
caps, i'm just going to replace them all, along with the zener that goes
s/c. hopefully it's just the bunch of cheap electrolytics and a zener that
should do the trick.
Also, no the zener goes s/c without the power supply being plugged into
the VCR. so it's definetely a power supply problem. At least, i hope so.

D18 - 20V/1W Zener
C19 - 1uF/100V
C20 - 47uF/16V
C25 - 100uF/50V
C27 - 10uF/50V
C28 - 330uF/10V
C29 - 330uF/6.3V
C45 - 10uF/16V
it would be ridiculous to say that all the caps went bad, but whichever
electrolytic died, it was one or more in the list above. and the 20V zener.
anyway. all's well that ends well.
