I would like to build a VCO cicuit adjustable from about 200 MHz or so
to
about 400MHz or so, sine wave.
With the wave output from the VCO, I would like to apply an amplifier
to
it to increase its voltage or power as high as possible.
Any help is much appreciated. I've tried burying myself in books from
my local library and bookstore, but I'm still pretty lost.

seems to be the sort of things we once dealt with in Her Majesty's
Service, but perhaps we just misunderstood the intentions?

in generating radio spectrum transmissions. Quite the contrary, I
want to use the requested circuitry in a laser device.
Taking your previous comments into consideration and some more
"research" on my part, I have come up with the following scheme.

sine wave from a VCO (between about 100 and 200 MHz)
goes to a
frequency doubler (to get between about 200 and 400 MHz)
which goes to an
amplifier (which increases power up to the desired level)
Another question: even though this circuitry is not connected to an
antenna, is it still possible for it to transmit radio signals? If
so, can the project be shielded to prevent any radio signals from
goinmg out?

Try to find an MC12048 VCO. You should be able to make 400MHz
directly.
