The problem in distribution is not generation -- it's getting the key
to the other party reliably.  This is the part where an ideal OTP can
never be realized.  The only way to get a key to someone else with
perfect reliability would be to use an ideal OTP to send it.  Clearly
this presents a problem.  Any other method will be weaker than the
ideal OTP and therefore the real OTP will be weaker than an ideal OTP.

Unless, of course, you are suggesting using an OTP to encrypt data
that will never be decrypted, with the key destroyed after use.  This
I agree is ideal.  Also useless.
