Hi Mr. D 

I had the same issue because I followed the same installation instructions which were more for like scalr 3.x

With 4.1 when you import the SQL files you have to import structure.sql and then data.sql. In previous version it was a single file scalr.sql

After I did this I was able to login with admin/admin
