Pull-request validator

Hi all,

I order to smoothen out the review process, we setup a build bot that
automatically builds every pull request against 2.9 and
2.10.0-SNAPSHOT. It automatically posts a comment on each pull request
with the results of the build (you may have noticed a few failed tries
on the existing pull requests). It's actually the same system that the
Scala project is using (kudos to Josh Suereth for this great tool!)

The build bot merges the pull request on the current master, and it
fails immediately if there are merge conflicts. So please make sure
that the pull request can be merged cleanly (GitHub actually detects
that as well).

Apologies for the noisy comments of today, and I hope from now on it
will be a valuable tool for code reviewers!
