Thanks for commenting on my idea. The alkaline aqueous solution is the hydrogen source. Other than having no other place to go due to the resistance of the liquid I dont under understand why capacitance works. I have enough materials I might just try.

Good luck. Please take hazard minimization steps to keep you and your neighbors safe. (safety glasses, not generating huge quantities of flammable gases without eliminating spark sources, good ventilation, thinking about what to do if you accidentally spilled everything before it actually happens, that sort of thing)
