National clean air program(NCAP)

Just read about National Clean Air Action Plan or National clean air program. I think it's a five year plan starting from January 2019 but no draft has been prepared yet. Any views?

War, communalism, terrorism, are not the most glaring issues, which we people as the inhabitants of Earth are facing. But, it's environmental issues like air pollution, water pollution, deforestation, to say the least affects every living being on Earth n even outclasses issues like war, terrorism, since it's effects are wide ranging, affecting rich or poor high or low. And to tackle one such problem of air pollution in India, govt has come up with National Clean Air Programme.

NCAP is a 5year programme, 2019 being its first year.

Following are the features of NCAP

1) 20-30% reduction in conc. Of pm 2.5&10 by 2024, 2017 being base year.
2) cover 102 non-attainment cities, identified by CPCB according to air quality data of b/n 2011 to 2015
3) 3 tier system will be employed for real time data collection, data archiving, and an action trigger.
4) each city would be asked to develop it own action plan for implementation based on sources of pollution.

With the wanton destruction of carbon sink in the name of development, urbanization, and technological transformation, these kind of policies becomes the need of hour. N this has come at a right time, when people in India is tattering with air pollution. Millions dying because of air pollution will become a new normal of the day in coming future if we fail to take cooperative action.

Beijing has succeeded in reducing PM 2.5 by 33.3 per cent in five years. But this was achieved with strong multi-tiered accountability system, under which various levels of government could be held legally accountable for shirking responsibilities. Hence, NCAP must adopt binding air quality targets with an effective accountability framework and zero tolerance for air pollution related health emergency.

They did by the means of sustainable development by planting trees vertically on buildings. We can do same things to tackle air pollution, apart from NCAP, govt of India also has a programme in the name of "green India mission". But the impediment is ground level corruption, bureaucratic laxity, and most importantly public attitude towards things which will wreak havoc in coming years, if not taken care of.
