Hi,

Can someone please point me in the right direction to setup free
shipping for a date range? and over a certain purchase total? or by
category?

You'll want to develop a custom shipping module for this. It's really shouldn't be too difficult.

Your module will have access to the shopping cart so you can determine the total as well as item's categories and return the appropriate $0 value.
