It seems to be containing simple अभङ्गश्लेष in each of the words in the first three पाद-s which makes the verse a कमल also. All the adjectives are applicable equally to the lotus and the लक्ष्मी (in the सप्तमी and प्रथमासम्बुद्धि up to the first half.) making a उपमा between लक्ष्मी, and कमल this verse, and possibly अभेदरूपक between कमल and the verse. The word by word interpretation would be like this for each of the words.
१. तापमपहन्यादिति इति तापापापहा - the one who/would relieve the sufferings/heat, तत्सम्बुद्धौ . तापापहे।
[तापापहम् - तापहरम्, कमलम्, तस्मिन् - इति कमलविशेषणम्।]
२. सहृदयम् - समानं हृदयं यस्या सा - तत्सम्बुद्धौ - सहृदये,
हृदयेन सह वर्तते इति सहृदयम् - अन्तर्भागसहितम्, तस्मिन्निति कमलविशेषणम्-
३. रुचिरे = मनोहरे - सम्बुद्धिः, पद्मविशेषणं च
४. प्रबुद्धे = प्रकृष्टा बुद्धिर्यस्याः सा, तत्सम्बुद्धौ - प्रबुद्धे इति लक्ष्मीविशेषणम्,
प्रबुद्धम् - विकसितमिति पद्मविशेषणम्- तस्मिन् विकसिते।
५. मित्रानुरागनिरते - मित्राणाम् =स्वभक्तानाम्, अनुरागे निरता - बद्धादरा, इति लक्ष्मी-विशेषणम्\
मित्रे = सूर्ये, अनुरागे - प्रेमणि, निरतम् - सत्नतमुद्यतम् इति पद्मविशेषणम्, सूर्यस्य पद्मबान्धवत्वप्रसिद्धेः। तस्मिन्;
६. धृतसद्गुणौघे = धृताः सद्गुणानाम् - दयासौशील्यादीनाम् इति लक्ष्मीपक्षे, रुचिरत्व-सौगन्ध्यादीनामिति च पद्मपक्षे, ओघः - समूहः, यस्याः सा, यस्मिन् तत् इति उभयत्राप्यविशेषेणान्वयः।
लक्ष्मीपक्षे, सम्बुद्धिः, पद्मपक्षे सप्तमी।

स्वाङ्गप्रदानपरितोषितषट्पदेस्मिन्- कमले -
स्वस्य - अङ्गानि - पदानि इति श्लोकपक्षे - तस्य प्रदानेन, परिषोषितानि - सहृदयपरितोषकानि, षट् पदानि - उपरि व्याख्यातानि, यस्मिन् तत् इति अस्मिन् इति एतत्पद्यविशेषण्म्।
स्वाङ्गस्य - अन्तर्भागस्य, प्रदानेन - मधुपानार्थं प्रदानेन, परितोषितानि - आमोदितानि, षट्पदाः - भ्रमराः, येन तस्मिन् - इति कमलविशेषणम्।
"कमला श्रीहरिप्रिया" इति कोशात्, कमलशब्दस्य प्रथमस्य लक्ष्मीसम्बुद्धिपरत्वम्, द्वितीये पद्मपरत्वात् सप्तमी। अस्मिन्निति श्लोकेनाभेदरूपकार्थम्। लक्ष्म्याः पद्मालयत्वात्, "लक्ष्मीः पद्मालया पद्मा:" इति कोशः। तस्य कमले पद्मे स्थितिः प्रसिद्धा, अभेदरूपकेन अत्र स्थितिः प्रार्थ्यते। युक्ता = उचिता स्यादिति। युक्तत्वं च, कमलस्य लक्ष्म्याः च तुल्यगुणयुक्तत्वात्, अनुरूपयोरेव संगतिः एवं रूप्यते।
इह अस्मिन् कमले इति रूपकनिर्वाहार्थम्, तव स्थितिः [इति] यत्, तद् युक्तं स्यात्। it would be only proper that your seat in this lotus here (in the form of this verse) for you (to be called पद्मालया).
Even without without सम्बुद्धि, it would be fine. All the adjectives could be equally applied to the verse and कमल the lotus also.
In short, the poet exaggerates the seat of कमल for लक्ष्मीः, because of her being seated in this verse in the (beauty of the six words). This is the basis of the description. It would be difficult to give English translation word for word. Hope the interpretation in Sanskrit is self explanatory and clear in itself.
Any more suggestions are welcome for a better interpretation and improvement of this. The only grammatical problem in the first adjective is तापापहे - which is not usually recognized by Panini. under the two rules, relating to the verb हन्. " आशिषि हनः" "अपे च क्लेशतमसोः (3-2-49,50). The second restricts the formation to क्लेशापह and तमोपह only following the two words in the सूत्र. By generalizing the suffix to other verbs अन्यत्रापि दृश्यत इति। अन्येष्वप्युपपदेषु अन्येभ्योऽपि धातुभ्यो डो दृश्यते इत्यर्थः। according to बालमनोरमा (under 3-2-48).
