Evaluation may not work after update

Hello,

When I start using new notebook (i.e. 0.10 after 0.9), I cannot
evaluate any cells in any way except for "Evaluate All" from the menu.
I think that this is an issue with the browser cache - this time I
have refreshed the page and now there are "Evaluate" buttons and Ctrl
+Shift works, but it is at least the second time I see it.

I am not sure if it is a bug and it is possible to tell the browser
that things have changed or that's just life.

IMHO it's a bug and certainly there are some ways to force the browser "a bit" to refresh the cache.

One method I am aware of is to add an additional GET parameter to certain requested resources with a timestamp. But maybe this is more oriented to CSS files.
