The development is a little stalled (it works for me, and so...),
but in the Mercurial repository [1] there's a version with preliminary
DBus integration: it knows if a network manager started/ended a
connection and communicates pon/poff events to DBus.

By default, this feature is _disabled_: you have to edit the
code and comment out line 52, changing it from:
HAS_DBUS = False
to:
#HAS_DBUS = False
