In the attach file is the official word from USA Rugby and the
Laws Committee regarding the implementation of the ELVs. Basically,
the vote for law changes will not occurred at the IRB until late this
year and therefore,
NO new law changes for 2008. Please help
spread the word. Thanks.

2008 Laws
The Experimental Law Variations will not become part of Law until the end
of 2008 or early 2009 at the soonest.
The IRB did not issue a 2008 Law Book because the original plan was
that the ELV’s would be voted on by the Council in April. That plan
has changed and the vote will not occur until late this year.
Therefore the IRB will be printing a 2008 edition of the Laws in the near
future. There will not be any significant changes. Until the
2008 edition is out, the 2007 Law Book remains valid.
