One more time: you *don't have to create anything*.
Install VirtualBox, use it to start up VirtualRails which is a Linux VM
with various tools installed.
all you have to do is unpack the .7 file, install virtual box, create the VM and point it to the VM disk which will be wherever you unpacked it, and end with a .vdi extension. Start the VM and you are ready to code
