Sorry, but http://guides.rubyonrails.org/contribute.html is an outdated page and will be removed when 3.1.1 is released. 

Please refer to http://edgeguides.rubyonrails.org/contributing_to_ruby_on_rails.html#contributing-to-the-rails-documentation. You can make your changes and commit to https://github.com/lifo/docrails which will get reviewed and merged with rails master periodically.
