New search for Rubygems

Hi all,

I've implemented a proposal of a new search feature for Rubygems.org, available for review as a pull request here:

The pull request contains extensive info about the process; highlights here:

* The search is implemented with elasticsearch [http://www.elasticsearch.org]

* The Rails integration is implemented with the Tire library [https://github.com/karmi/tire]

* The search closely follows current behaviour, adding searching in more gem properties and other things

* The demo application is available at http://rubygems-with-elasticsearch.herokuapp.com/search#tips (includes example searches with Lucene syntax)
