Improved search feature, Chef integration

Hello,

I've rebased and updated the pull request containing a new, improved search for Rubygems with Elasticsearch here:


* The search is implemented with Elasticsearch [http://www.elasticsearch.org]
* The Rails integration is implemented with the Tire library [https://github.com/karmi/tire]
* The search closely follows current behaviour, adding searching in more gem properties and other things
* The pull requests discusses some ideas for further development and improvements (tuning relevancy, highlights, etc)

There's a demo application available at http://54.235.152.92:3000/search#tips, which has been installed with the new `rubygems-aws`
integration added in pull request https://github.com/rubygems/rubygems-aws/pull/122.

I'm interested in feedback about the feature and the implementation for both the search feature and the Chef integration.

I'd like to see this merged in too. I will be happy to help, if the core team needs any help in pushing this out.

If there's no interest/manpower for the suggested integration, I'll probably terminate the EC2 instances for the demo application, to save money.

I've pinged this issue again on Github.  I would love to see this feature on rubygems.

Terminated the EC2 instances for the demo, they seem to become a waste of resources.
