How to create executable file in ruby 1.9.2 and rails 3 ?

I am unable to create application.rb file in ruby 1.9.2 by using
tar2rubyscript .

I got the "ftools(LoadedError)" in ruby 1.9.2 while creating
application.rb file by using tar2rubyscript .

Please give me the suggestions to create executable file i.e., .exe
file for windows.

Please give the procedure to create executable file ?

use the ocra-gem.
gem install ocra

and then
ocra myScript.rb allOtherScripts.rb
(and read the documentation to learn exactly how you need to do in your specific case)
