But

I got the "ftools(LoadedError)" in ruby 1.9.2 while creating
application.rb file by using tar2rubyscript .

Please give me the suggestions to create .rb file and executable
file i.e., .exe
file for windows.

install the ocra-gem or use the standalone script (ocrasa.rb)
read the documentation: http://ocra.rubyforge.org/ , it tells you all you might need to know, and then you can ask about specifik details. :)

tar2rubyscript is not compatible with newer (past 1.8.6) versions of ruby. Ocra is a much better option nowadays
