Once the server is booted you can just upload new files to ~/.ssh/authorized_keys (make sure the permissions are right) - aws doesn't care.

Thanks, I should have been clearer on my question.

I want to change the "key_pair" value on the instance via the ec2 api.   Better yet, remove the value via the api once I have upload the "real" ssh keys to the server via the ec2_user account.
