If there is a way using the API to opt-in we can do it Fog. Looking at the error message it looks like the terms need to be accepted by visiting the URL specified.

Yeah, as Rupak said I think you need to follow the link to opt-in. That being said, once you have done this once I would expect you'll not ever need to repeat the process (at least not for the same set of AWS credentials).
