WHAT'S IS THE SOLUTION FOR THIS ERROR?

I used the ruby dicom library but i run my application ocurred this
error,only in pixels

Hello Kira

The answer to this is the following line of the printout of the DICOM file properties:

Compression:          JPEG 2000 Image Compression 

ruby-dicom is currently not able to decompress the more complex compression formats that ImageMagick (Rmagick) fails at. Therefore you are not able to display the image from this particular dicom file. Im afraid there is no concrete plan to implement support for these formats either.

A workaround which you can try, is to identify dicom files using this compression and convert them by executing an external tool, e.g. gdcm, at the command line. Then you can open the uncompressed dicom file in your rails application and display it.

Note: You dont need to use capital letters for your subject, and you should be more careful about posting sensitive dicom information.

There is one more possible solution that I didnt think of last night.

Assuming you are using a DServer to get your DICOM files into your Rails web application, which it may seem like you are doing, you can configure your DServer instance to not accept compressed transfer syntaxes. Check out the documentation of DServer to find out how to do this. I suggest trying to configure it to only accept the 3 uncompressed syntaxes:
Implicit little endian
Explicit little endian
Explicit big endian
