Motorola RhoElements - testing apps on Windows PC

Is there possible to test Motorola RhoElements apps on Windows PC or
on Windows Mobile emulator or to emulate RhoElements Browser?

If not - in this case I need to have physical device?

I am also trying to deploy to the standalone emulator. I get the
following error when I try:
Installation of RhoElements 1.0.1.2 Runtime.CAB as unsuccessful.

Does anyone know of plans to fix this?
I'm using WM 6.5 Professional standalone emulator image.

RhoElements should install on emulator
but none of motorola device capabilities will work
