It seems to me directed st the Flash cross compiler. The language
literally interpreted would ban all use of third
party libraries (framework or otherwise) which are quite widespread on
the App Store.
That said it is an NDA violation for any of us to discuss the specific
language in the proposed Terms of Service. One of the reasons we have
never had an app rejected is that we respect Apple's various terms of
service and work hard to not violate any of them.
