Post-commit hook for publishing SVN commits to reviewboard

Hi,

Attached is a working SVN post-commit hook for posting review requests automatically on svn commits.

Usage instructions are to edit the configuration information at the top of the file, and either use this file as the SVN post-commit hook, or execute it from the post-commit hook.

This script requires the following packages be installed on the SVN
host:

libwww-perl
libjson-perl (version 2.07)

I've got this wired up and it's working right now. I'm thinking about
extending it to assigning the created issue to a rotating person in
the group.
