Some comments:
* I think you need to output the entire URL for the examples as it can
get confusing where things are.
* Do you think that we need an XML format? Maye form data would be good
enough? An XML or JSON format could always be created later and slapped
on through conneg later.
* For 2.3.5.1, do you relally need an XML document? Or are there other
options? Would just posting Link headers referencing the particpant
resource and terminator be enough?
* I think unaware participant is still too "aware". What about creating
individual resources under the /participant for prepare/commit, etc.?

If you want to do it in one message, then do it with multipart form data.
