repoutil --info foo now displays RestartNeeded info

I've just pushed a reposado change to GitHub.

As a help and hint, repoutil can now tell you if a restart _might_ be needed by a given product:

% ./repoutil --info 022-3271

This is because the update contains multiple pkg_refs and not all of them require a restart. Whether a restart will actually be required depends on conditions on the individual client. You can read through the update's dist file to attempt to understand which conditions might lead to which result.
