Yes, there is a plan. I can't give you a specific ETA yet. We are

I had proposed in IRC, setting up a Gerrit-Gerrit instance under the purview of
the Jenkins infrastructure (which I'm involved in managing).
This is something I would have no problem setting up, but we have no way AFAIK
to import previous user data and commit history :(

Is there any way to submit contributions in the Interrim or is all contribution to Gerrit on hold till the infrastructure is sorted?
