I am still using gerrit 2.2.1.
I found that group member can add or delete the other member of the
group,can I config this management only can be used by administrator?

Yes, for each group you can set the 'Owners' group.
Only members of the owner group can administrate the owned group.
Set the 'Owners' group to the Administrators group if only admins should be
able to add/delete members.
A group can be owned by itself to allow each member to administrator the
group (this seems to be what you have currently set).

I have not see the 'Owners' group in the group view,maybe it is new
feature of new gerrit version?
I would consider to upgrade to 2.4.2 now.
