Rehabbers:
  How can we build a two-story 'carriage house' style garage?  The City Zoning Requirements state that accessory garage or shed buildings are limited to a single story.  We really had our hearts set on matching the architecture to that of our 1915 home.  We have seen other garages with that look (carriage house) on some of our home tours (like in the River Bend area)  at the Rehabbers monthly meetings.  Were those grandfathered in?

Ask for a variance. It's not impossible. Contact Phil Poorman down at the City. He can walk you through it.

Todd's right about the variance. I got one for my garage which was too close to the alley. It was a fairly painless process.

call the bulding permit dept and they will explain it all to you.

Do you have any documentation that your choice  is what was origial to the house?, I would contace the president of the Neighborhood association to assist if you need to go before a board or commission to see if they will go with you and support your request.

Depending on your neighborhood their also may be historic precedent and
requirement. Jason Van Essen with the city of des moines will be helpful
with such concerns.

Also- it really comes down to what your neighbors think, If you are surrounded by friendly, supportive neighbors, your project may sail through. If your neighbors hate your idea, and are vocal about it, you may have a problem. The way a variance works is that you have to prove "hardship", and your neighbors within 200 feet get a post card that they can assent or dissent. They are also given notice on when your hearing is before the Planning and Zoning commission, where they can speak on the issue.

If you haven't been living right, and have been playing the music a bit too loud, it might be a good idea to grease the wheels with an ice cream social or something. :)
