I finally have the ear of the GSA contract officers to be able to use other nonprofits (particularly R2 certified organizations) and some for profit reuse organizations(those who only service community efforts not commercial) for our contracts and under our schedule. We are looking for those in all areas of the US particulalry those in:

East coast: New York, Pennsylvania, etc and West Coast: California, Oregon and Utah

This means it is ok if you do not have a schedule or govt contract. This also means if you have anyone who has refused to donate or use your services because you are not certified that you can now give them our information and we can be the main contract and you the sub,

I would like to extend the offer to any refurbisher to particiapte as a "sub contractor" under our schedule for the following services:

1) E-cycling events on larger scale- You will act as the host with Wits being the primary event partner for the govt
a) manpower
b) trucking or access to trailers or trailer rental companies
c) access to supply companies(Pallets, shrink wrap, gaylord boxes, etc)
d) Access or relationships for lodging and food

2) pickup and handling of Govt equipment (generally requires dock high trucks and at least 2 to 3 men
3) Storage and shipping capabilities(items that you cannot reuse, Wits will handle and need to pickup) of at least one tractor trailer worth of materials

Anyone who thinks they can participate under our schedule and has the ability to perform event and onsite services for govt equipment please email me and we can discuss further and establish a MOU or subcontract agreement.

Hi Angela,
It's good to hear that you have finally worked out the details. I know this has been a long process.
CFC is interested in finding out additional information about how we can work together. We are close to San Francisco and the GSA facilities. We have two warehouse including three loading docks and a 25,000 square of warehouse space. I'm not sure about the meals and lodging requirement or how you plan on working out the details. We are interested. What is the next step?

As a member of the R2 TAC committee this raised big questions for me and others. I did not think this is correct and so I asked our GSA TAC member (Director, Personal Property Management Policy at General Services Administration) about it. He confirmed ---In a nutshell, if a recycler collects federal equipment that organization and facility must be certified-either R2 or E stewards. Every facility of any recycler collecting federal equipment has to be R2 or E stewards certified. 

  If you do not have R2 or E stewards you will not be able to pick up, handle or store federal equipment unless your organization and your facility is certified. You cannot do it under someone else's certification. This would make certification useless. 

Before proceeding check with your R2 consultant and GSA.

I was addressing this part of your first email specifically

This is not the case. As per your second email, your contract officer confirms what I said-the facility you contract with must be an R2 certified facility to collect handle store federal equipment. 

Recyclers who are not R2 certified cannot collect and handle federal equipment under the WITS GSA contract. 

I am not being nitpicking here. R2 certification is an important new industry standard. Important not only for recyclers but refurbishers. Because it is a new standard, there may be confusion over the standard and federal use of the standard.

This list serve is a means to disseminate information among our peers. As the representative of non profit refurbishers on the R2 Technical Advisory Committee I am trying to provide information as best I can about R2 and its proper use for our community.

Im sorry if I didnt clarify all the details specifically. I was trying to be general but it is an important point.

This is what we would expect for this project. It will be a citywide initiative. The expecation is about 20 tractor trailers or more.
Your organization would help to supply:
Manpower of both laborers and those who can handle the donation receipts of at least 120 if not more people, (generally you need 25 people for every 2 tractor trailers) some skills sets of palleting and wrapping. We dont gaylord everything for many reasons
Wits will commit to 5 of its workers to come up along with myself and possibly one other donation person.
You will need to provide/find resources for at least 20 cases of pallet wrap, 100 gaylords, 1000 pallets give or take and hae someone who can either a) provide up to 30 tractor trailers or b) have someone at your warehouse to unload trialers if we have to swap them out. we can deal with what we will take and you will take later.
we will also most likely need forklifts(At least 4), pallet jacks at least 4, cones and barries though I will be asking the city for those I dont know how much they will want to participate other than just putting the word out.
Assistance with finding room and board at best rates possible or homestays with families for the duration of the project.
We will need to setup someone from your company who can work with me on logistics, .
Right now thats the most I can think of unless they specifically ask for something else.
One the back end, we would offer a certain percentage of reusable materials back to the organzition plus cover all the equipment and materials costs. We would establish a MOU that would outline each responsibility.
