what does this error mean

RequestPageFromPageBuilder: Page 1356, Pagebuilder send:
BuildPage_PreExecute: Unable to connect to the remote server
Can someone please shed some light on what causes the error mentioned
above.
I am trying to move a project from 7.5 to 9.0 and this error was not
occurring at the older version but just started appearing in
publishing reports in 9.0
Any pointer will be appreciated.

looks like this was related to the SOAP installation on the server
though we can not say so for sure but have observed the event log has
similar error against SOAP. "Unable to connect to the remote server"
and it seems to have been resolved after re-installing the SOAP
client.
