Unable to publish ALL XML project variants

We are having difficulty publishing the XML project variant for the
entire site. Publication is successful when a page is published
manually, but if we publish using a publishing job, or by publishing a
page with related and following pages (even if that page is the CMS
start page), only a handful of XML pages are published. All pages have
an XML template, and we have selected to have the XML variants
published.

Any tips or ideas would be appreciated.
