reCAPTCHA Not Clearing

I'm testing the reCAPTCHA MediaWiki plugin on my local machine, and
the CAPTCHA wouldn't stop appearing on my machine until I restarted
Apache, clearing APC (which is what I would assume it's using to store
hosts that should get prompted). It's set to the default five minutes
for showing a CAPTCHA on failed login, yet it kept showing up all day
until I decided to try a restart. Is this a bug?
