I recently screened in a porch. I built large secreens 3'x 9' from western red cedar. I painted the cedar as follows. One coat Sherwin Williams exterior latex prime followed by two coats of herwin Williams exterior latex. A week after hanging them it appears that a reddish color is bleeding through. What if anything can I do? What should I have done?

An oil-based paint system works best on Western red. Latex always seems to bleed the colour through eventually, at least that has been my experience/folly.
