Could it have anything to do with the particular cables running to the
unit or the output from the splitter?

Is the shiny side out on your tin foil hat?
If it is, the likely problem is you have the closed caption turned on the tv
where you are seeing this "terminal window".
Everyone knows DTV quit using the gps locators in favor of the built-in
webcams on any of their hardware that has an ethernet port.

Nope. I know the difference. This is an operating system window. I
don't think it should ever appear but it does and only on the Weather
channel.
