The currency conversion rate is set by Visa/MC not by the bank. I'm sure
Capital 1 has figured that they make more money in interest and merchant
fees from gaining more card holders than they lose from not charging the
foreign transaction fees.

AFAIK, the banks that don't charge foreign transaction fees (at least on
some of their credit cards) are Captial 1, USAA, and Charles Schwab.
USAA does pass on the 1% Visa/MC charge, but they don't add their own
surcharge. Capital 1 and Charles Schwab absorb the 1% Visa/MC charge as
well as not adding their own. Charles Schwab also offers a 2% cash

I researched this question a few months ago. The only bank I found that
didn't charge either a surcharge or a fee was Capital One, and my
expectation is that they had a less straightforward way of extracting
