I visited the Keys in January, and in my opinion they are highly over-rated.
The drive down to Key West from Miami is basically a traffic queue with poor
services on the way. There is endless pollution from all these cars and trucks.
The beaches are all cheesy and are nothing compared to what you will find
elsewhere in the world, eg S. Europe, SE Asia. John Pennekamp park as I remember
was just a big car park invested with mosquittos and adjacant to a long, dirty
beach full of people. (It is quite nice under the water, though)
The bridges are unimaginatively designed and are an eyesore. Old, disused bridges
run parallel and also spoil the scenery. Key West has a nice old-town but other
than that could be anywhere in Florida. You can't watch the sunset properly
because party boats hover about in front of the pier obstructing the view.
The famous cats are smelly and scruffy.
All the keys are developed and there is little unspoilt landscape remaining.
But if you can get a cheap flight and accomodation then you'll find the cost of
living fairly low, and the climate is definately good.

don't even consider key west for snorkeling...pennekamp in key largo is
the best thing going...you have to decide how often you want to take that
tedious drive from miami from largo...consider spending a few days in the
key largo/islamorada area...in any event, you'll need a car.

I agree. Rent a car.
I would like to recommend a guy that does kayak trips. He's in the lower
keys (a few miles before KW)

I think you need to broaden your horizons!
KeyWest can be covered in a half-day. After that you will find limited
services available, and, out of the town centre, very run down streets
as you would find in one of those horid W. Florida cities eg St Petersburg.
A car is not possible in Key West since there is very limited car parking.
But if you have a hotel out of the centre, you're going to need one anyway.
